Australian assistant treasurer Daniel Mulino has confirmed that Labor is not watering down proposed changes to put a minimum 30% tax on discretionary trusts.

He described the review as 'very substantial' and said it was about fairness in the tax system.

The changes have been criticized by some in the business community, who argue that they will hurt small businesses.

Labor has not yet released its full costings for the policy.
