Key Changes and Requirements
1. Facilitation under e-migrate system — non-RPSL companies
Non-RPSL companies/proprietors can now access the e-migrate system to place repair technicians, surveyors, and ship security staff on foreign flag ships under certain conditions.
- Conditions: Register in India, have contract/work order, ensure labor standards, furnish bank guarantee, max 180 days stay, no CoC/CDC entitlement, no cost to regular crew facilities, submit data using passport no.

Important Note
Companies/proprietors must submit required documents to jurisdictional Director Seamen's Employment Office (DSEO) for access to e-migrate system.
