All Maritime Training Institutes, Principal Officers, Shipping Masters, and Indian Port State Control officers

Key Changes and Requirements
1. Certificate Validity Extension
Certificates of Competency and Proficiency issued on/after 1st July 2012, complying with STCW 95, will remain valid till 1st July 2017 for seafarers already onboard.
- Note: Seafarers joining on/after the date of this circular must have STCW 2010 compliant certificates.
2. Inspection Acceptance
Indian Port State inspectors and Recognized Organizations will accept STCW 95 compliant certificates issued by other parties, irrespective of the seafarer's joining date, till 1st July 2017.
Indian Port State Control officers are directed to consider the above while conducting inspections.
