Representation of MEO CL-III (CEO) (NCV) holders for endorsement of their CoC for 8000 kW propulsion power.

Applicable to: MEO CL-III (CEO) (NCV) holders
Effective Date: 08.11.2016

Key Changes and Requirements

1. Endorsement for 8000 kW Propulsion Power

The Directorate has received requests from MEO CL-III (CEO) (NCV) holders to endorse their CoC for 8000 kW propulsion power based on experience. However, the Directorate cannot accept this request as candidates are not assessed for this propulsion power.

  • Action Required: Candidates must appear for the examination prescribed for 8000 kW propulsion power certification.
  • Reference: STCW 2010 Training Circular 18 to 25

2. Manning Scales and Temporary Arrangement

The present minimum manning scales allow holders of NCV certificates to work on vessels with up to 8000 kW propulsion power. Additionally, MEO CL-III (CEO) (NCV) holders with one year experience can temporarily act as CEO in consultation with ship-owners due to the non-availability of sufficient MEO CL-I (CEO) (NCV) holders.

  • Action Required: If unable to find a job, MEO CL-III (CEO) (NCV) holders can approach the Indian Coast Guard Society Association (ICGSA) with intimation to the Directorate.
Important Note

This temporary arrangement will continue until sufficient MEO CL-I (CEO) (NCV) holders are available in the market.
