Acceptance of Document of Compliance (DOC) in lieu of Domestic Document of Compliance (DDOC) for ships operating

Applicable to: Ship Owners, Ship Managers, Recognized Organizations (ROs)
Effective Date: 02.06.2015
Superseded Circulars: None mentioned

Key Changes and Requirements

1. DOC Acceptance for RSV & CV

Companies with a valid Document of Compliance (DOC) for relevant ship types can now operate Type 3 and Type 4 River-Sea Vessels (RSV) and Indian Coastal Vessels (CV) of 500 GT and above without separate DSM code certification.

  • DOC Holders: Must demonstrate at least three months of safety management implementation on each ship type during every annual and renewal DOC verification.
  • Non-Compliance: DOC must be surrendered, and a Domestic Document of Compliance (DDOC) for the relevant category must be obtained.

2. Audit Requirements

Audit requirements for DOC certificates will follow the Merchant Shipping (Management for the Safe Operation of the Ships) Rules, 2000, as amended.

For RSV and CV under DSM Code, audit requirements will follow DGS Order 18 of 2013 for RSV and DGS Order 01 of 2014 for CV.
