Propulsion power for calculating vessel safe manning levels on the engineering side - reg.

Applicable to: Indian flag ships, ship owners, managers, and Recognized Organizations
Effective Date: 01.02.2014
Superseded Circulars: None

Key Changes and Requirements

1. New Procedures for Safe Manning Documents (SMD) — Engineering Circular No. 01 / 2014

The DGS has issued new procedures for the issuance of Safe Manning Documents (SMD) for Indian flag ships on the engineering side, considering the use of 'certified power' instead of 'approved power' for engines with de-rated power.

  • For new engines: MMDs must verify ETC, RO certificate, and owner's declaration if certified power varies from approved power.
  • For existing vessels with de-rated engines: MMDs must verify the same documents and consider the certified power as the actual power. De-rating is allowed up to 75% of the original approved power or MCR.
  • RO responsibilities: ROs must verify that the vessel operates within the de-rated power and that de-rating does not affect the vessel's safety.
II/4  Approved Power vs Certified Power
  • Approved Power: Power an engine can deliver continuously between maintenance intervals.
  • Certified Power: Power an engine has been tested for, which may be less than the approved power.
Important Note

Ship owners/managers must ensure that de-rating does not compromise the vessel's safety and maneuverability. Always consult with the RO and follow manufacturer recommendations.
