Applicable to: Offshore Supply Vessels (OSVs)
Effective Date: 17th March 2013
Superseded Circulars: None

Key Changes and Requirements

1. Applicability and Purpose — MARPOL Annex I Regulation 2.2

This guideline applies to OSVs engaged in transporting stores, materials, and equipment to offshore installations. It clarifies the applicability of MARPOL Annex I Regulation 2.2 to OSVs and aims to streamline procedures and avoid case-by-case interpretations.

2. Calculation of Aggregate Cargo Carrying Capacity

When calculating the aggregate cargo carrying capacity of an OSV:

  • Include: all tanks connected to the cargo pumping, piping, and discharge arrangements.
  • Exclude: tanks connected only to the vessel’s bunker tanks and used exclusively for domestic bunkering.

Tanks for domestic bunkering must not be used for cargo carriage and must be documented accordingly.

Regulation 12A — Oil Fuel Tank Protection

Applies to OSVs with an aggregate oil fuel capacity of 600 cubic meters and above, constructed on or after 1st August 2007 or delivered on or after 1st August 2010.

Important Note

Recognized Organizations conducting International Oil Pollution Prevention (IOPP) surveys must verify compliance with these guidelines and report any deviations to the Administration.
