Addendum - I to DGS (NT/ENG) Circular No. 31 of 2025 - Mandatory compliance measures to prevent engagement of Seafarers without appropriate training and demonstratable competence prior issuance of certificates – Instructions to Ship Owner, Ship Managers, …
Key Changes and Requirements
1. Verification of Seafarer Certificates
Seafarers with certificates issued by foreign administrations not listed in DGS Circular No. 31 of 2025 must submit their training and certification records for verification.
- Documents required: COC/COP, STCW modular courses, competency course, seagoing service records, and a notarized affidavit.
- Submission: Through DGS approved RPSL agency that engaged the seafarer for the last contract, within 30 days of this addendum.
2. Verification Process
DGS will verify the submitted documents and assess the authenticity of the certificates. The outcome will be communicated to the seafarer and the concerned RPSL agency.
If the documents are genuine, seafarers can join vessels immediately. If not, the reports will be forwarded to the concerned Maritime Administration for cancellation of COC/CoC.
This circular does not impose a blanket restriction on seafarers' employment or sailing. It aims to identify and act against fraudulent practices without causing undue hardship to genuine seafarers.
