Effective Date: 24th May 2002
Superseded Circulars: None mentioned

Key Changes and Requirements

1. Training and Approval of Internal Examiners

The procedure aims to ensure trained examiners are available for conducting oral examinations, achieving the objectives laid down in the Quality Policy of the EAC branch.

  • Purpose: To document procedures for providing training and approving engineers and ship surveyors as internal examiners for conducting orals.
  • Scope: F.V.E.D., F.V.Engineers, Sea Going E.D, MEO Class IV (NCV), MEO Class III, MEO Class II, MEO Class I, and Principal Officers of each district.
  • Training: Training comprises evaluation of eligibility, assessment of written scripts (if required), and conducting orals. Principal Officers/Dy.C.S. initiate training and forward reports to the Chief Examiner of Engineers for approval.
  • Approval: The Chief Examiner of Engineers reviews the efficiency and functioning of the policy and procedures, and makes amendments as required.

2. Oral Assessment Training

Trainee examiners are guided by the procedures detailed in the Guidelines on conducting orals (Circular 010 dated 12th Nov., 2001).

  • Assessment: Principal Officer/Dy.C.S. assesses the trainee examiner based on attitude, questioning approach, question type and level, judgment, and overall performance. A rating scale is used, with a maximum of 5 and minimum of 1 for each stage.
  • Recommendation: If the trainee examiner secures 15 and above, a recommendation is forwarded to the Chief Examiner of Engineers. If not, further training is required.
