Structured Shipbord Training Programme

Applicable to: All Indian seafarers, training institutes, and companies involved in merchant navy training and employment.
Effective Date: 10th April, 2012
Superseded Circulars: This circular supersedes the earlier safe manning guidelines issued by this office letter of even number dated 27.12.2007.

Key Changes and Requirements

1. Mandatory Sea Time for SSTP

Trainees must complete mandatory sea time as part of the Structured Shipboard Training Programme (SSTP) to obtain their Certificate of Competency (CoC) and pursue a career in the Merchant Navy.

  • Backlog of Trainees: There is a considerable backlog of trainees unable to appear for entry-level CoC examinations due to non-availability of adequate shipboard training slots.
  • New Approvals and Intake Increases: Reassessment of new approvals and increases in existing intake for pre-sea courses is necessary to align future intake with the cyclic nature of the industry and its fluctuating manpower absorption capacity.

2. Changes to Safe Manning Documents

Necessary changes have been made to the Safe Manning Document to facilitate Graduate Marine Engineers in undergoing their mandatory sea service. These changes will be reviewed periodically.

  • Safe Watch Keeping: Companies must ensure safe watch keeping is not compromised despite the changes in mandatory minimum safe manning requirements.
