Recommended Standards for Shore to Ship Power Supply (SPS) atIndian Ports and Ships
Key Changes and Requirements
1. Objectives and Scope
This circular aims to align with international standards and promote the use of SPS to achieve India’s decarbonization targets. It applies to all Indian ports and ships calling at these ports.
- Key Objectives: Align with IMO standards (MEPC Res. 207(62) and 377(79)), promote SPS use for decarbonization, and transform ports into carbon-neutral entities by 2035.
- Scope: Technical, safety, and operational standards for SPS implementation at Indian ports and on-board ships.
2. Uniform Standards and Guidelines
To ensure seamless implementation, the following integrated standards and guidelines are prescribed:
- Technical Standards: SPS must adhere to IEC/IEEE 80005-1 (HVSC) and IEC/IEEE 80005-3 (LVSC) standards. Ports must implement universal connectors aligned with these standards.
- Safety Standards: Proper earthing, insulation monitoring, and emergency shutdown systems must be installed and maintained.
- Operational Guidelines: Ports must develop SOPs for pre-connection checks, real-time monitoring, emergency scenarios, and safe disconnection procedures.
- Risk Assessment: Ports must conduct comprehensive risk assessments covering design, construction, and operation phases.
3. Advisory to Ports and Ships
Ports and ships are advised to follow the detailed recommendatory standards outlined in the Appendix-1. Stakeholders are encouraged to integrate these standards into their operational frameworks to align with national and international decarbonisation goals.
- Key Targets for OPS: Phase-wise implementation of SPS by 2030, making shore power mandatory in all Indian ports by 2030, and complete use of shore power on all vessels by 2035.
- Carbon Certification: A structured certification process is outlined in Appendix-2 to verify real and measurable carbon savings, ensuring transparency and integrity in emissions reporting.
Non-compliance with these standards may result in penalties and operational disruptions. Ports and ships are advised to diligently follow the outlined guidelines to ensure smooth operations and compliance with environmental regulations.
