Guidelines for anti piracy measures to be implemented on Indian Ships
Key Changes and Requirements
1. Introduction
This notice addresses the increasing threat of pirate attacks on merchant ships transiting the Gulf of Aden and off the coast of Somalia. It outlines anti-piracy measures and the concept of a 'safe house' for crew protection.
- BMP3: Enhanced vigilance, access control, evasive maneuvers, alarms, lighting, tool denial, bridge protection, barriers, water spray, safe house
- Safe House Concept: Prevent crew seizure, delay pirates, ensure crew safety until rescue
2. Safe House Design and Implementation
Safe house should be sturdy, imperceptible, and equipped for survival. It can be an exclusive compartment or an existing reinforced compartment.
- Features: Steel construction, gas/waterproof, 3-day survival supplies, communication equipment, engine control, CCTV, power supply, toilet facilities
- Protocol: Inform security agencies and DG Shipping in case of imminent attack
- Drill: Rehearse safe house entry and sealing procedures
3. Implementation
Indian ships are strongly recommended to implement anti-piracy measures, including the safe house concept, within 3 months of this notice.
Failure to implement these measures may result in severe consequences for the ship and crew. All ship owners, managers, and masters are urged to comply.
