Installation of Closed-Circuit Television (CCTV) Systems on Indian-Flagged Vessels and Foreign Flag Vessels visiting Indian Ports
Key Changes and Requirements
1. CCTV Installation and Coverage
Vessel owners/ISM managers, in coordination with the Master, must conduct a comprehensive assessment to identify optimal CCTV camera placement, including high-risk areas and hazardous zones. The minimum coverage zones should align with the Notice's recommendations.
- Camera Placement: Port and starboard main deck, forecastle, mooring and stern areas, navigation bridge, citadel, accommodation, and exterior/lifeboat decks (depending on vessel size)
- Camera Functions: Zoom, ingress protection (IP) rating of IP66 or IP67 or IP68, and optional technology to analyse incidents
2. Number of Cameras and Installation Timeframe
The recommended minimum number of cameras varies based on vessel gross tonnage and type. Existing vessels have 36 months from the Notice's date or the next renewal survey to install CCTV systems, while newly registered vessels have 36 months from registration or the next renewal survey.
- Existing Vessels: 4 to 12 cameras, depending on gross tonnage
- Newly Registered Vessels: 4 to 12 cameras, depending on gross tonnage
Non-compliance with the Notice will not result in the issuance of a deficiency by the port state control authority for Indian-flagged vessels calling at foreign ports.
