Key Changes and Requirements
1. Suspension of CDC Issuance for GMDSS Certificate Holders
Consequent to STCW - 95 Convention, deck officers with CoC are competent for Radio Communications Function. Therefore, engaging GMDSS GOC holders solely for Radio Communication Functions is no longer necessary.
- Action: Shipping Masters must stop receiving CDC applications for GMDSS GOC holders who haven't undergone prescribed pre-sea training.
- Deadline: Immediate effect
2. CDC Issuance on Hold
Issuance of CDC for pending applications is put on hold to ensure they are issued for Radio Officers only.
- Action: Hold CDC issuance for pending applications

This notice comes into effect immediately and is approved by the Director General of Shipping.
