In supercession of Training Circular No. 15 of 2006

Applicable to: Maritime Training Institutes (MTIs)
Effective Date: 2007-02-28
Superseded Circulars: Training Circular No. 15 of 2006

Key Changes and Requirements

1. Sea Time Training Integration — Mandatory for courses requiring sea time

Sea time training is now a mandatory part of marine courses. MTIs must provide sea time training berths for all students enrolled in courses requiring sea time for their Certificate of Competency (CoC).

  • Tie-up with shipping companies: MTIs must work out a 'tie-up' with shipping companies or their registered manning agents for sea time training berths.
  • Written agreement: The tie-up must be in writing, specifying committed sea time trainee berths, shipowner, and duration.
  • Intake regulation: MTIs must regulate their intake according to their ability to obtain sea time slots and not exceed a 20% backlog.

2. Monitoring and Compliance — Annual submission to Directorate

MTIs must submit annual reports to the Directorate by 30th April, including tie-up agreements, intake proposals, sea time training numbers, exit exam results, fee structures, refunds, and final placement figures.

Non-compliance may result in intake suspension or course approval withdrawal.

II/4  No institute shall charge new fees or enhance existing fee structure for sea time training berths.
Important Note

MTIs must ensure that sea time training is integrated into marine courses to prevent further backlog of trainees awaiting their CoCs.
