Use of Electronic Record Books Under MARPOL

Applicable to: Indian ships and companies
Effective Date: 2024-09-01
Superseded Circulars: None

Key Changes and Requirements

1. Electronic Record Books under MARPOL

The Directorate General of Shipping (DGS) has permitted the use of electronic record books for various MARPOL annexes. This notice details the requirements for using electronic record keeping systems.

  • Electronic Record Books: Must capture information required by MARPOL paper record books.
  • System Approval: Before fitment, the system must be approved by a Recognized Organization (RO) in accordance with DGS Order 6 of 2013.
  • Declaration: After fitment, the RO must issue a 'Declaration of MARPOL Electronic Record Book'.

2. Instructions for Indian Ships and Surveyors

Indian ships must ensure they can produce electronic record books or verified copies during Port State Control (PSC) inspections. Surveyors may accept electronic record books produced by foreign ships, subject to producing a valid declaration.

Important Note

Use of electronic record books does not relieve ship-owners and masters of their duty to accurately maintain records during inspections.
