Key Changes and Requirements
1. New Certificate Issuance
Hardcover Certificates of Competency with additional security features are now available. The first phase, starting 1st November 2004, will issue these to candidates eligible for Second Mate (F.G.).
- Next Phases: Certificates for other grades will be issued later, as announced in separate circulars. Existing certificates will also be converted to new hardcovers.
2. Application Process
Candidates meeting eligibility criteria should apply to MMD Mumbai/Kolkata/Chennai using the application form (Annex-I).
- Application Form: Annex-I should be numbered by MMDs as N/MUM/KOL/CHN. It's also available at DGS website.
- Scrutiny & Fees: MMDs will scrutinize applications, forward them to Directorate, and charge a fee of Rs.1000/-. No fees for conversion of COC.
- Signature: Applicants must sign at two places in the 'signature column' of the application form.
