Key Changes and Requirements
1. Annex IV Revision
India has ratified Annex IV of MARPOL 73/78, which came into force on 2003-09-27. The revised Annex IV will replace the original one, as agreed in MEPC.88(44).
2. Implementation Timeline
The revised Annex IV is expected to become effective in July 2005. Until then, confusion may arise regarding which text to apply.
- Recommendation: Apply the revised Annex IV upon the entry into force of the existing Annex IV.
- Transitional Period: During the transition, do not apply punitive measures for ships exempted under the revised Annex IV.
Important Note
To avoid confusion, it is recommended to defer the implementation of the revised Annex IV until its expected entry into force in July 2005.
