Key Changes and Requirements

1. Determination of Reception Facility Requirements — based on ship types and trading patterns

Ports should estimate the size of reception facilities needed based on the types of ships calling and their trading patterns. Guidelines are provided for crude oil loading ports, bulk product loading ports, ports with repair yards, and ports handling ships with sludge tanks.

  • Crude oil loading ports: 30% of deadweight for dirty ballast
  • Bulk product loading ports: 30% of deadweight for dirty ballast
  • Ports with repair yards: Up to 30% of deadweight for dirty ballast, wash water, liquid oil residues, and oily solids
  • Ports handling ships with sludge tanks: Estimate based on proportion of ships using residual fuel

2. Additional Guidelines for Noxious Liquid Substances — reception facilities for Annex II of MARPOL 73/78

Ports should provide reception facilities for residues and mixtures containing noxious liquid substances as required by Annex II of MARPOL 73/78. Guidelines are provided for unloading ports, repair ports, and loading ports.

  • Unloading ports: Facilities for Category A substances, high viscosity or solidifying Category B and C substances
  • Repair ports: Facilities for residues from ships carrying noxious liquid substances
  • Loading ports: Facilities for exceptional cases where loading ports receive residue/water mixtures containing noxious liquid substances
II/4  Annex II of MARPOL 73/78
Important Note

Ports should ensure that reception facilities are adequate, available, and capable of responding to ships' needs without causing undue delay.
