Benchmarking/Grading of Training Institutes (Superseded by DGS Order4 of 2016)
Key Changes and Requirements
1. Purpose and Need for Grading — new system for evaluating training institutes
Prior to 1996, maritime training was predominantly in the government sector. With the opening to private sector participation, over 130 institutes now offer various pre-sea and post-sea courses. To maintain high-quality training and education, a system for evaluating these institutes is necessary.
- Benefits: Enhances competition, improves status, increases marketability of Indian seafarers, and encourages best practices.
2. Approved Rating Agencies — CRISIL, ICRA, and CARE
The Director General of Shipping has approved the following agencies to undertake benchmarking/grading/rating of maritime training institutes:
- CRISIL Ltd. - www.crisil.com
- ICRA Ltd. - www.icra.in
- CARE - www.care.co.in
3. Grading Process and Parameters — assessment criteria and procedure
The grading process involves assessment of various aspects such as faculty, infrastructure, teaching process, student performance, management quality, placement, and operational/financial sustainability. The agencies will assign a grade on a scale of 1 to 5, with 1 being the highest.
- Grade 1: Outstanding
- Grade 2: Very Good
- Grade 3: Good
- Grade 4: Satisfactory
- Grade 5: Below Grading Standards
Institutes are encouraged to get graded to benefit all stakeholders. The grading should be displayed in advertisements.
