Key Changes and Requirements

1. Strategic Development Cell (SDC) Creation — DGS Order 21 of 2022

The DGS has ordered the creation of a dedicated Strategic Development Cell (SDC) to monitor, coordinate, and proactively address the industry's contemporaneous needs.

  • Purpose: To inform, shape, and support strategic decisions confronting the industry, particularly in a high-level volatile and complex environment.
  • Composition: Three sub-cells: Green Shipping, Digitalization, and IMO Matters, each headed by an officer and supported by consultants and secretarial assistants.
  • Responsibilities: The SDC will focus on timely development of administrative and regulatory initiatives, ensuring effective participation in IMO-related committees, and encouraging submission of papers reflecting India's concerns and interests.
II/4  Green Shipping Cell
  • Objectives: To help the maritime industry eliminate GHG emissions, develop Blue Economy goals, and provide technical and regulatory assistance.
  • Tasks: Identify inefficiencies, conduct studies, provide assistance, and monitor data from Swachh Sagar.
II/5  Digitalization and Data Source Cell
  • Objectives: To enable India to capitalize on its strengths in digitalization, ensure data collection for policy decisions, and create research databases.
  • Tasks: Identify digitalization trends, create databases, monitor and report on data sources, and train stakeholders in using digitized services.
II/6  IMO Cell
  • Objectives: To increase India's involvement and influence at the IMO, bridge gaps between Indian Maritime Administration and IMO priorities, and ensure effective participation in IMO-related committees.
  • Tasks: Adequate representation, submission of papers, expert identification, and continual monitoring of India's performance at IMO.
