Extension of validity of Seafarer's Certificate and Ship's Statutory Certificates, Periodical Surveys and Audits in view of COVID-19 pandemic
Key Changes and Requirements
1. Extension of Statutory Certificates
The Directorate General of Shipping (DGS) has revised its procedure for extending statutory certificates expiring after 30th June 2020 but on or prior to 31st August 2020.
- Extension Period: Up to 3 months for Annual/Periodical Surveys and Interim Audits, and up to 6 months for Renewal Surveys.
- Conditions: Extension granted only after a satisfactory risk assessment, and surveys must be progressed as far as practicable.
- Dry Dock Surveys: Extension granted based on Recognized Organization's recommendation after a satisfactory general examination.
2. Monitoring and Compliance
Companies must ensure increased monitoring of ships for safety during the extension period. A procedure for monitoring must be developed and approved by the Designated Person Ashore (DPA) for ISM/DDOC vessels, and records must be maintained.
Foreign ships with extended statutory certificates may be accepted by Port State Control officers, provided they meet the given extension periods and conditions.
Ships with extensions beyond IMO Convention provisions must obtain permission from relevant Maritime Authorities before entering any foreign load/discharge port.
