Key Changes and Requirements
1. Contingency Measures for Non-Compliant Fuel Oil
In case of non-compliant fuel oil, ships should communicate with the port state and consider the following measures:
- Predetermined actions: Implement 0.50% sulphur limit as per Ship Implementation Plan (if available).
- Discharge: Dispose of non-compliant fuel oil to another ship or appropriate facility, if practicable.
- Management: Handle non-compliant fuel oil as acceptable to the port state.
- Operational actions: Modify sailing or bunkering schedules, retain non-compliant fuel oil on board, considering safety issues and possible delays.
2. Port State Considerations and Actions
Port state may allow or disallow carriage of non-compliant fuel oil, considering environmental, safety, operational, and logistical implications. After complete use or discharge, clean and/or flush through or dilute remaining residues using compliant fuel oil.
Important Note
Cooperation among port state, flag state, and ship is crucial to address non-compliant fuel oil. Use Fuel Oil Non-Availability Report (FONAR) to facilitate this process.
