Implementation of Additional Measures to improve Port State Control Performance of Indian Vessels.
Key Changes and Requirements
1. Additional Measures for Improved Port State Control Performance
The following measures are to be implemented in addition to those required by previous circulars:
- E-Learning Module: All Indian seafaring officers must complete an e-learning PSC module before signing on.
- Ship-specific Checklist: Shipping companies must develop a checklist to prevent port state detention, to be filled by Master/Chief Engineer and forwarded to the company DPA/Superintendent before each foreign port visit.
- Ship Improvement Plan: Recognized Organization (RO) surveyors must conduct inspections of critical items on foreign-going vessels between surveys.
- Risk-based Inspections: A risk-based flag state inspection regime will be developed, considering factors such as vessel age, inspection/detention records, and casualty statistics.
- Punitive Actions: Punitive actions will be taken against Master/Chief Engineer/Superintendent/DPA/Company/Ship in case of port state detentions due to unseaworthiness.
2. Additional Requirements for Vessels Due for Dry Dock
Vessels due for dry dock must obtain written dispensation from the Directorate before starting a loaded foreign voyage to a discharge port if statutory surveys are overdue.
Vessels must also undergo Superintendent and RO inspections before proceeding to the last load port just prior to dry dock.
Master/CE must fill up and forward the checklist to the office by mail before berthing at each port.
Non-compliance with these requirements may result in punitive actions, including withdrawal of foreign going trading license, suspension of Certificate of Competency, increased frequency of flag state inspections, and actions against the ship and its Master/Chief Engineer.
