Procedure to be followed for audit and issuance of certificates under Domestic Safety Management (DSM) Code
Key Changes and Requirements
1. Initial DDOC Audit Procedure — Initial audit for new DSM certificates
Companies must apply for initial DDOC audit with the following:
- Application Fee: Rs. 25,000
- Documents: Company background, organization structure, ship type, SMS documents, company ID number, registered documents, DPA details, and duly filled DSM Form-03.
Upon receipt, the Directorate will issue a nomination for scrutiny of SMS manual. After satisfactory preliminary scrutiny, an audit team will be nominated to visit the company's premises. The certificate will be issued upon successful audit.
2. Intermediate/Renewal/AdditionaI DDOC Audits — Periodic audits for existing DSM certificates
Companies must apply for intermediate/renewal/additional DDOC audits with the following:
- Application Fee: Rs. 15,000 for intermediate/renewal/additional audits
- Audit Request Form: DSM-03, to be submitted at least one month in advance
- Audit Completion: Within 30 months (+6 months) before expiry for intermediate audits, and at least 1 year before expiry for renewal audits
Upon successful audit and payment of the required fee (Rs. 2,000), the certificate will be prepared and dispatched immediately.
Companies must ensure that the entity responsible for the operation of the ship is reported to DGS and IRS at the time of giving the vessel for technical management. Failure to do so may result in penalties.
