Key Changes and Requirements
1. Eligibility for New Courses or Seat Enhancement
Existing institutes can apply for new pre-sea courses or seat enhancement after achieving A1, A2, B1, or CIP grading, but only for courses without a ban. Institutes must also meet other eligibility criteria.
- Ban Exemption: Institutes eligible for a 25% additional intake reward can apply even with a general ban on new courses or seat enhancement, provided they meet the conditions in DGS Order No. 4 of 2016 and other requirements.
Note: All other conditions remain unchanged.

This circular supersedes DGS Order No. 4 of 2016 and Training Circular No. 01 of 2017. It has been approved by the Director General of Shipping and Special Secretary to the Government of India.
