Key Changes and Requirements
1. Certificate Issuance to Representatives
Mercantile Marine Departments are authorized to deliver Certificates of Competency and other endorsements to the designated representatives of INSA, FOSMA, and MASSA.
- Benefit: Facilitates direct delivery of certificates to seafarers on board vessels.
2. Continued Practice
Due to the continued severe shortage of Indian certified engineer officers, this practice will continue for all engineering certificates and endorsements until further notice.

This circular is still in effect due to the ongoing shortage of Indian certified engineer officers.
