Comprehensive Inspection Programme (CIP) for Maritime Training Institutes for pre-sea traing.
Key Changes and Requirements
1. Objective and Scope
This order introduces a Comprehensive Inspection Programme (CIP) for maritime training institutes, integrating existing inspection processes. It aims to address the backlog of trainees awaiting sea time training and improve placement records.
- Applicable Courses: 3 years B.Sc. – Nautical Science, 4 yrs. B.S. Nautical Technology, 1 Year Diploma in Nautical Science, 4 Years Marine Engineering Degree, 1 Year Marine Engineering Course for Graduates, 2 Years Marine Engineering Course for Diploma holders, 3 Years Alternate Training Scheme, 4 Months Electro Technical Officers, 6 Months General Purpose Ratings, and 6 Months Certificate Course in Maritime Catering.
2. Inspection and Certification
The inspection frequency and certificate validity will follow a 'Three Year Cycle' based on Initial, Annual, and Renewal inspections.
- Inspection Frequency: Initial inspection (major), followed by annual inspections (verification of ongoing compliance), and a renewal inspection (detailed) after three years.
- Certificate Validity: The certificate issued after the initial inspection is valid for two years, after which annual inspections are required. After three years, a renewal inspection is needed to extend the certificate's validity.
3. Grading and Placement Records
The revised CIP checklist assigns 50% of the credit points to placement for on-board training, ensuring that only institutes with a good track record of onboard placement will achieve higher grades.
5000 credit points are allocated to this section, with the final grading based on the percentage of credit points scored.
Institutes are urged to focus on improving their placement records to achieve higher grades and maintain their approval status.
