Key Changes and Requirements
1. Changes to COE Issuance for MEO Class IV and Second Mates
The issuance of Certificates of Endorsement (COE) under STCW Reg l/10 to MEO Class IV Engineers and Second Officers from all countries has been discontinued.
- Exceptions: Candidates who received COEs before 27.05.14 can continue to be employed on Indian flag vessels and are eligible for revalidation, subject to fulfilling other applicable conditions.
