Superseded Circulars: M.S. Notice No. 25 of 2002, M.S. Notice No. 18 of 2002, M.S. Notice No. 4 of 2007, and Order No. 20 of 2013

Key Changes and Requirements

The application process for Continuous Discharge Certificates (CDCs) has been further simplified and made more online-friendly.

Online Form: Form 1 and Form 2 are merged into one online Form 1
Document Upload: Supporting documents, photograph, and fee payment can now be done online
Fee Payment: Payment can be made through debit/credit card or net banking
CDC Dispatch: CDCs will be dispatched by speed post A/D
Mandatory Course: Security Training for Seafarers with designated security duties (STSDSD) or Ship Security Officer (SSO) course is now mandatory
Fee Payment by MTIs: Pre-sea maritime training institutes (MTIs) will now pay the fee online while applying for a CDC
CDC Dispatch to MTIs: CDCs issued to MTI trainees will be dispatched to the respective MTIs

II/4 Revised Fee for CDC Issuance

Fresh CDC: ₹700
Renewal CDC: ₹100

Important Note

MTIs must submit a quarterly report to the concerned Shipping Master/Govt. Shipping Offices regarding CDCs received, delivered, and returned.
