Key Changes and Requirements
1. Additional Training Requirements
This circular clarifies additional training requirements consequent to the 2010 Manila Amendments to STCW 1978, as amended, and MLC 2006.
- Refresher Training: Mandatory for ratings and officers every 5 years for relevant certificates.
- Advanced Training: Seafarers holding advanced safety training certificates should undertake refresher training covering both basic and advanced modules every 5 years.
- Augmentation of Basic Fire Fighting: Not applicable for officers holding Advanced Fire Fighting course certificate or seafarers with sailing experience in tankers.
2. Training Institutes and Compliance
Training institutes approved for conduct of refresher training in AFF and PSCRB should ensure compliance with the revised requirements and issue certificates in the revised format.
