Compliance Advisory to all Marine Laboratories engaged in testing of Solid Bulk Cargoes under IMSBC Code- reg
Key Changes and Requirements
1. Compliance with IMSBC Code
All laboratories must adhere to the provisions under the International Maritime Solid Bulk Cargoes (IMSBC) Code, as amended in 2023.
- Testing Procedures: Follow the test procedures and criteria laid under the IMSBC Code.
- Approved Premises: Conduct tests strictly within the approved premises.
- Qualified Personnel: Use qualified and designated personnel for testing.
- Calibrated Equipment: Maintain testing equipment in a calibrated state, traceable to NABL standards.
- Subcontracting: No subcontracting, outsourcing, or offsite testing without explicit approval.
- Chain of Custody: Document the chain of custody for samples and test data integrity.
2. Fraudulent Practices
The Directorate has noted instances of fraudulent practices, including unauthorized personnel, uncalibrated equipment, and issuance of certificates without proper authorization.
Such practices undermine the credibility of the IMSBC certification regime, compromise maritime safety, and violate the conditions of approval.
Any laboratory found violating the conditions of approval shall face immediate suspension or cancellation of its approval without further notice. Punitive measures may be initiated against personnel concerned.
