Superseded Circulars: Crew Circular 09 of 2007 dated 21.09.07

Notice to Seafarers

1. Maritime Labour Convention (MLC), 2006 — Recruitment and Placement

The MLC, 2006 stipulates that recruitment of seafarers must be governed through registered Recruitment and Placement Services (RPS) providers. Indian seafarers working on Indian and foreign flag vessels are protected under this mechanism.

  • Recruitment through unregistered RPS providers: Not recognized (Crew Circular 09 of 2007 dated 21.09.07)

2. Unregistered Manning Agencies — Placement on Unsafe Ships

Unregistered manning agencies are placing Indian seafarers on non-standard and unsafe ships, leading to non-payment of wages, non-repatriation, and legal complications. Ship owners/agents are not taking responsibility for medical aid, repatriation, and compensation.

Parents and next of kin of missing or dead seafarers are left helpless without basic information and assistance.

3. Awareness and Action — Protect Your Rights

Indian seafarers and their families are advised to be aware of the ill effects of being employed through unregistered RPS providers. Always check the official website of the Directorate General of Shipping (www.dgshipping.gov.in) for registered RPS providers.

Important Note

Engaging with unregistered RPS providers may lead to severe consequences. Always confirm the details of RPS providers before taking up employment on board merchant navy vessels.
