Invitation for Comments. on the Draft DGS Order Regarding Revised Age Norms and Sustainability Indexing for Ships
Applicable to:
All Stakeholders
Effective Date:
2025-05-26
Superseded Circulars:
DGS Order No. 06 of 2023 (as amended)
Key Changes and Requirements
1. Revised Age Norms and Sustainability Indexing
The DGS has revised the age norms for vessels and introduced a Sustainability Indexing System (SIS) for ships.
- Age Norms: Vessels exceeding the entry age will not be considered for registration/operation under Indian flag.
- Sustainability Indexing: Vessels must comply with the SIS to continue operating beyond the age norms. The SIS includes criteria like CO₂ emission reduction, EEXI compliance, shore power readiness, and more.
2. Exemptions and Extensions
Certain vessels may be exempted or granted extensions based on specific criteria:
- Exemptions: Certain specialized vessels, such as Heavy Lift Installation Barges, may be exempted from the age norms.
- Extensions: Vessels may be granted extensions based on their SIS score. A score of 100 or above allows vessels to operate irrespective of age, while lower scores result in conditional extensions.

Important Note
Vessels exceeding the entry age will not be considered for issuance of license. Any violation reported, including non-payment of crew wages, may warrant additional negative scores.
