Key Changes and Requirements
1. Entry into Force and Compliance
The Hong Kong International Convention for the Safe and Environmentally Sound Recycling of Ships, 2009 (HKC) comes into effect on 26th June 2025.
- New Ships: Must carry an approved Inventory of Hazardous Materials (IHM Part I) and an International Certificate on IHM.
- Existing Ships: Must comply by 26th June 2030, or before recycling, whichever is earlier.
- Ship Recycling Facilities: Must hold a valid Document of Authorization to conduct Ship Recycling (DASR).
2. Transition from SOC to International Certificate on IHM
Indian-flagged ships with valid Statements of Compliance (SOC) must replace them with an International Certificate on IHM by 26th June 2025.
3. Facilitation of Smooth Transition
Recognized Organizations can administratively convert valid SOCs into International Certificates on IHM without additional shipboard inspections, provided conditions are met.
Certificate format shall be as per Appendix 1.
Shipowners and Technical Managers must coordinate with their respective Recognized Organizations to ensure completion of the administrative conversion before the HKC's entry into force.
