Key Changes and Requirements
1. Issuance of Medical Fitness Certificate
DGMA Approved Medical Practitioners can now issue Medical Fitness Certificates to seafarers through the new e-Samudra Portal.
- Key Date: 25 September 2026
- Action Required: Medical Practitioners must log in to the new e-Samudra Portal at https://esamudra.dgshipping.gov.in to avail the Issuance of Medical Fitness Certificate to Seafarers module.
2. Transition from Manual to Online System
A transition period is provided for Medical Practitioners to familiarize themselves with and adopt the new online module. The existing manual practice of issuance of Medical Fitness Certificates will be discontinued from 02 October 2026.
- Key Date: 02 October 2026
- Action Required: Medical Practitioners are advised to complete necessary preparations and ensure they are able to use the online module before the discontinuation of the manual system.
3. Digital Signature Requirement
Medical Practitioners are required to obtain a valid Digital Signature Certificate (DSC) and the requisite hardware token for digitally signing the certificates.
- Certificate Type: Class 3 Individual Digital Signature Certificate
- Hardware Token: CCA-compliant USB Crypto Token
- Procurement Reference: Government e-Marketplace (GeM)
This Circular shall be given wide circulation to ensure awareness and compliance among all DGMA approved Medical Practitioners.
