M.S. Notice 22 of 2011 - Flag State Inspection (FSI) and General Inspection (GI) of Indian flag vessels - reg. (Superseded by M.S. Notice 19 of 2013)

Applicable to: Indian flag vessels
Effective Date: 24/08/2011
Superseded Circulars: M.S. Notice 14 of 2010, M.S. Notice 06 of 2011

Key Changes and Requirements

1. Inspection Regime Changes

The Directorate General of Shipping has reviewed the inspection regime to enhance safety culture and accountability.

  • Self Assessment: Mandatory yearly for all ships.
  • General Inspection (GI): Mandatory yearly for non-passenger ships, not required in the year of Flag State Inspection (FSI).
  • Flag State Inspection (FSI): Once every three years for non-passenger ships, or as warranted by GI report or complaints.

2. Inspection Timing and Validity

Inspections must be carried out midway through the certificate term, with a +1 month window.

GI or FSI is acceptable for issuing/renewing General Trading License (GTL), provided all deficiencies are rectified.

"FSIs by surprise inspection" continue, but not within 6 months of FSI or GI, unless warranted by complaints.

3. Penalties and Incentives

Non-adherence to the inspection regime may result in GTL intervention, ISM certification review, or RO authority review.

Consistently good self assessment/GI track record may be incentivized, while repeated deficiencies may result in disincentives.

Important Note

Vessels not calling Indian ports for two consecutive years must undergo FSI upon first arrival, unless arranged elsewhere at ship-owner's cost.
