Mercantile Marine Departments have been delivering COC and other endorsements to representatives of INSA, FOSMA, and MASSA to facilitate direct delivery to seafarers and avoid delays in joining vessels.
- Action: Continue this practice for all nautical certificates and endorsements until further notice.
