Detention under Port State Control Inspection
Applicable to:
Port State Control Officers (PSCOs)
Effective Date:
April 29, 2005
Key Changes and Requirements
1. Detention Criteria
Detention should be based on a ship being "substantially sub-standard", posing a danger to the ship, crew, or environment.
- Minor deficiencies: Do not render a ship "sub-standard" and should not lead to detention.
- Action Code '17': Ensures deficiencies are addressed before the ship leaves port.
2. PSCOs' Responsibility
PSCOs should:
- Distinguish: Between "sub-standard" and well-maintained ships with minor deficiencies.
- Focus on: Identifying and addressing substantially sub-standard ships.
- Obtain: Principal Officer's concurrence before issuing detention orders.
Note: Detention should be imposed only on ships identified as "substantially sub-standard" from the point of view of safety and environmental protection.
