Key Changes and Requirements

1. Role of the Designated Person

The Designated Person (DP) is crucial for ISM Code implementation. Their role includes:

  • Information Collection: Gather SMS-related info
  • Discussion: Engage with relevant personnel
  • Monitoring: Oversee ship operations for safety and pollution
  • Resource Allocation: Ensure adequate resources and support

DP should have shipboard experience, understand company operations, and be competent to handle reporting and preventive actions.

2. Training of Personnel

Training is vital for successful ISM Code implementation. It should cover:

  • ISM Code Requirements: Objectives, policies, procedures, systems, instructions, auditing techniques
  • Soft Skills: Motivation, appraisal, problem-solving

Companies must dedicate substantial effort and resources to seafarer training.

3. SMS Apex Manual

After developing SMS, companies must establish and submit their Apex SMS document to D.G. Shipping for scrutiny. It should:

  • Address: All ISM Code elements with cross-references to other SMS documents
  • Cover: Company organization, designated person's role, master's authority, safety policy, training, discipline, document control, crew welfare, medical arrangements
II/4  Merchant Shipping Act
Important Note

Faults in implementing and maintaining SMS by the Designated Person may have legal consequences and impact the owner's right to limit liability.
