Key Changes and Requirements

Compliance with ISM Code is mandatory under Merchant Shipping Rules and SOLAS Chapter IX.

MMDs: Ensure compliance by all applicable ships in their district.
R.O.s/PSCOs: Report serious ISM implementation deficiencies to D.G. Shipping/MMDs.
Companies: Appeal audit findings to Chief Surveyor with Govt. of India, D.G. Shipping, Mumbai.

R.O.s must comply with instructions in Annex-A for effective ISM implementation control.

R.O.s: Verify company's possession of valid DOC and sample ship audit completion before first SMC audit.
SMC audits: Obtain D.G. Shipping authorization for newly inducted ships and ensure MMD/DGS participation.
Interim SMC audits: Verify SMS documentation adequacy and satisfactory implementation.

Companies must comply with instructions in Annex-B for ISM certification and implementation.

PSC detention: Analyze deficiencies, submit reports, and provide relevant documents to D.G. Shipping.
Company responsibilities: Submit ISM-11, ISM-12, and ISM-13 forms to D.G. Shipping as required.
ISM certification: Submit SMS Apex document for scrutiny, apply for audits, and comply with audit schedules.
