Key Changes and Requirements
1. Increased Security Threats
The Gulf of Aden, Bab al Mandeb Strait, Red Sea, Somali Basin, and Arabian Sea Region has seen a significant increase in attacks on merchant vessels from November 2023 to June 2024, disrupting global maritime trade and posing substantial security challenges.
- Houthi Attacks: Increased significantly, especially between December 2023 and February 2024, with a resurgence in June 2024.
- Geographical Expansion: Attacks have expanded beyond the Red Sea and Arabian Sea to the Mediterranean.
- Somali Piracy: Resurgence in activities, with eight incidents reported in the first half of 2024.
2. Required Actions
All stakeholders, including ship owners, managers, agents, masters, seafarers, and charterers, must:
- Adhere to: SOPs/advisories specified in DGS Circulars No. 25 of 2023, No. 27 of 2023, and No. 08 of 2024, along with other existing Best Management Practices.
- Report through: The online form as per DGS Circular No. 08 of 2024.
The recent targeting of vessels with no direct association with Israel, the US, or the UK, coupled with the resurgence in Somali Piracy, further compounds the security challenges in this region. All stakeholders must consider the heightened security risks.
