Applicable to: Prospective seafarers and DG-approved Maritime Training Institutes (MTIs)
Effective Date: 01 August 2026
Superseded Circulars: None

Key Changes and Requirements

1. Changes for Prospective Seafarers

From 01 August 2026, completing only the five basic STCW courses will no longer result in an Indian CDC, except for specific categories.

  • Eligibility: Check if you fall within the permitted categories under DGS Order No. 12 of 2026 before joining the Basic Safety Training course.
  • Payment: Verify your eligibility before making any payment through BharatKosh, as fees are non-refundable.
  • Representations: Do not rely on assurances from individuals or agencies regarding CDC issuance or employment.
  • Verification: Confirm the MTI's approval status and CDC issuance requirements through official Directorate channels.

2. Requirements for DG-Approved MTIs

All DG-approved MTIs must:

  • Display: Prominently display the revised CDC eligibility requirements on their websites, admission notices, brochures, and application forms.
  • Inform: Ensure every applicant is informed of the revised CDC eligibility framework before granting admission for Basic Safety Training courses post 01 August 2026.
  • Admissions: Do not accept, process, or enroll applications from candidates seeking admission for the five basic STCW courses exclusively for CDC issuance without undergoing an approved pre-sea training program or falling within the eligible categories.
  • Compliance: Any violation may result in administrative action, including suspension or withdrawal of institute approval.
Important Note

This Circular shall be read in conjunction with DGS Order No. 12 of 2026, which comes into force w.e.f. 01 August 2026.
