Key Changes and Requirements

1. SOLAS and IMDG Code Updates

The International Convention for the Safety of Life at Sea (SOLAS) and the International Maritime Dangerous Goods (IMDG) Code have been updated. These changes are mandatory for Indian vessels and foreign vessels sailing within Indian jurisdiction.

  • SOLAS: Annexure-1 of this order details the amendments to SOLAS Chapter VII, effective from 1st January 2024.
  • IMDG Code: The IMDG Code 2022 Edition (inc. Amendment 41-22) comes into force on 1st January 2024 and may be applied voluntarily from 1st January 2023.

2. Compliance and Enforcement

Compliance with these regulations involves adhering to the IMDG Code. The Merchant Shipping Act, 1958, and the Merchant Shipping (Carriage of Cargo) Rules, 1995 provide enforcement provisions.

  • Recognised Organizations (ROs): ROs are authorized to carry out surveys and certification as per SOLAS.
  • Guidance: For 'to the satisfaction of the Administration', refer to DGS Website.
II/4  IMDG Code 2022 Edition (inc. Amendment 41-22) comes into force on 1st January 2024.
Important Note

Non-compliance may result in penalties under the Merchant Shipping Act, 1958. Ensure familiarity with the updated SOLAS and IMDG Code requirements.
