Use of Bio-fuel and its blends on Indian Ships
Key Changes and Requirements
1. Biofuel Definition and Scope — MEPC.1/Circ.795/Rev.6
Biofuel includes processed used cooking oils, FAME, FAEE, SVO, HVO, glycerol, or other biomass to liquid (BTL) type products.
- Applicable to: Indian ships and bunker suppliers
- Biofuel blends: Most likely compatible with MGO, LDO, DMB, and HFO
2. Biofuel and Blends Requirements
Biofuel should be free of deleterious materials and meet a declared standard, preferably ISO 8217.
- Flash Point: Not less than 60°C (closed cup test - ISO 2719)
- Sustainability Certification: ISCC or RSB equivalent
- Test Results: Full ISO 8217 analysis, including kinematic viscosity, cold-flow properties, water content, acid number
3. Bunker Suppliers and Ship Owners/Managers
Existing suppliers can supply biofuels after implementing quality control procedures and informing IRS.
Ship owners/managers must carry out a vessel-specific risk analysis and obtain approval from a Recognized Organization.
- Bunker Suppliers: Inform IRS and implement quality control procedures
- Ship Owners/Managers: Conduct risk assessment, obtain approval, and submit required documents to RO
Ship owners/managers must ensure that biofuel blends do not exceed 30% by volume for engines without NOx-affecting changes. For blends above 30%, consult engine manufacturers and obtain approval.
