Establishment of Maritime Training Institute in North East Remote Mountain Terrain

Applicable to: Maritime Training Institutes (MTIs) operating in the North-Eastern Region

Superseded Circulars: Training Circular No. 06 of 2016

Key Changes and Requirements

Relaxations have been granted to MTIs operating in the North-Eastern Region due to the unique challenges faced in the hilly terrain.

Swimming Pool/Watertbody: Tie-up arrangements are permitted, subject to inspection and compliance with DGS Training Circular No. 59 of 2025.
Auditorium & Sports Ground: Shared infrastructure arrangements within 5 km of the main campus are permitted.
Student Composition: The requirement of maintaining a minimum of 50% students from the North-Eastern Region is relaxed.
Scholarship Support Fund: MTIs must allocate 10% of the total course fee towards a Scholarship Support Fund for North-Eastern students.
Awareness Programmes: MTIs must allocate 1% of the total course fee towards promoting career opportunities in the Merchant Navy and maritime industry among North-Eastern youth.
Land Requirement: The minimum land requirement is relaxed to 1 hectare for MTIs in North-Eastern States.

II/4 MTIs must comply with all applicable provisions, conditions, safety requirements, and guidelines issued by the Directorate General of Shipping.

Important Note

MTIs must ensure optimum utilisation of available infrastructure while maintaining compliance with prescribed standards.
