Clarification regarding Merchant Shipping Regulation of Entry of Ships into Ports, Anchorages and Offshore Facilities Rules, 2012
Key Changes and Requirements
1. Clarification on Applicability
The Merchant Shipping (Regulation of Entry of Ships into Ports, Anchorages and Offshore Facilities) Rules, 2012 are applicable to 'offshore facilities'. All vessels must comply with these rules, and the operator of the offshore facility must ensure vessels calling their facilities comply.
2. Additional Compliance Requirements
- a. All statutory, convention, insurance certificates, and trading licenses of the vessel must remain valid during its stay in Indian coastal waters.
- b. The vessel must continue to be manned in accordance with the applicable 'Minimum Safe Manning Document' during its stay at the offshore facility and in Indian coastal waters.
Compliance with the above requirements must be checked each time the vessel enters the port or offshore facility. If the vessel stays for a month or more, re-check compliance monthly. Port authorities or offshore facility operators may check compliance as and when required.
This order is for immediate information and compliance by all stakeholders.
