Key Changes and Requirements
1. Delegation of Powers
The powers for issuance of Certificate of Endorsement under STCW 95 Regulation I/10 have been delegated to the Principal Officers of Mercantile Marine Departments.
2. Issuance of Certificate of Endorsement
The Certificate of Endorsement may be issued by the Principal Officers of the MMDs after confirming that the applicant meets all prescribed requirements as per DGS Order No. 1 of 2012 dtd. 09.05.2012.
- Requirements: Ensure the applicant meets all prescribed requirements
- Records: Maintain appropriate records for verification
