Guidance on EGCS Malfunction and Exceedances

1. System Malfunction — MEPC.1/Circ.883

Upon evidence of an EGCS malfunction, take the following actions:

  • 1.1: Identify and remedy the malfunction as soon as possible.
  • 1.2: Follow the troubleshooting process in the EGCS Technical Manual.
  • 1.3: Record the malfunction event in the EGCS Record Book.
  • 1.4: If the malfunction cannot be rectified within one hour, change to compliant fuel oil or communicate a course of action to relevant authorities.

2. Short-term Exceedances

Short-term temporary emission exceedances may occur due to EGCS dynamic response. These are not considered breaches of requirements.

The typical operating conditions that may result in a short-term temporary emission exceedance should be specified in the EGCS Technical Manual.

3. Interim Indication of Ongoing Compliance in the Case of Sensor Failure

If a malfunction occurs in the instrumentation for the monitoring of Emission Ratio or discharge water, keep records of interim indication for demonstrating compliance.

  • 3.1: Record data at the time of malfunction to confirm other relevant data are showing values in line with values prior to the malfunction.
  • 3.2: Record the sulphur content of the various grades of fuel oil used.
  • 3.3: Log the malfunctioning of the monitoring equipment and record all parameters that might indicate compliant operation.
  • 3.4: Repair or replace the monitoring equipment as soon as practicable.

4. Notifications to Relevant Authorities

Any EGCS malfunction that lasts more than one hour or repetitive malfunctions should be reported to the flag and port State's Administration along with an explanation of the steps the ship operator is taking to address the failure.

Important Note

Failure to comply with the guidelines may result in non-compliance with MARPOL Annex VI regulations.
