Key Changes and Requirements
1. Competent Authority for Misconduct
The competent authority to take action against candidates found guilty of misconduct is now:
- Chief Examiner of Master and Mates for Master and Mates ratings
- Chief Examiner of Engineers for Engineer ratings
2. Appellate Authority
The appellate authority to admit appeals against the order of the competent authority is:
- Director-General of Shipping for both Master and Mates, and Engineer ratings
Appeal Timeline 30 days from the date of receipt of the order
